Abstract
This article addresses the participation of the federal and state governments through their agencies and some members of the hermosillense elite through their real estate companies in the urbanization and construction of popular and residential subdivisions, in the western and northern areas of the city of Hermosillo, Sonora, in the decade of the 70s of the twentieth century, creating a new urban landscape. This process was supported by two laws whose content has to do with planning and building and with the third expansion of the legal fund of the aforementioned city.
